WITHDRAWN Performance Assessment of the Network-based EEWS From the M4 09-26-2024 Event

WITHDRAWN The network-based EEW system operated by the Greater Vancouver Water District was designed, built, and commissioned in 2021/2022 as part of the pilot project “EEW and Strategic Response System”. The warning system is coupled with the Structural Health Monitoring (SHM) service available for some of the critical infrastructures operated by Metro Vancouver. The current study presents the analysis of the system performance and lessons learned from the records of M4.0 event which occurred on September 24th, 2024, 12 km E of Saanichton, Vancouver Island. The event was recorded by 8 stations with epicentral distances ranging from 19km to 177km located in various vs30 conditions. Since the event happened at 04:05a.m. local time, the SNR of the records was not affected by the anthropogenic noise allowing us to analyze the raw unfiltered data. In addition, the presence of the instrumented structures located in the vicinity of the EEW sensors at one of the stations allowed us to study the SSI effects and their influence on the event parameters computed from the triaxial sensors.
Performance of the EEW system was analyzed using multiple criteria: (a) the accuracy of the event location and its size, (b) variability of the magnitude estimated from the records obtained in various vs30 conditions, (c) potential for missed and false alarms, (d) latencies of the message propagation due to the network transmission, and (e) variability in the PGA prediction due to the uncertainties incorporated into the GMPE’s. Overall, the performance of the EEW system was satisfactory since no false alarm was issued, while each station picked the P-wave event correctly and the preliminary event parameters were close to their final “true” values. The largest uncertainties in the PGA prediction originated from the variations in the vs30 conditions and GMPE’s.
