Advancing Seismic Hazard and Risk Inputs for Tbilisi

This work presents updated seismological and exposure inputs for advancing seismic hazard and risk assessment in the Tbilisi region. A new unified earthquake catalogue was compiled using recently published datasets, including Bondár et al. (2023), Godoladze et al. (2024), and the 2024 release of the ISC-GEM catalogue. Following harmonization and removal of duplicate events, additional earthquakes were incorporated for the broader Caucasus, with a smaller number added within Georgia. Magnitude homogenization to Mw was performed using national conversion relations for energetic parameters (K and mbv; Onur et al., 2020) and regional relations by Zare et al. (2014), producing an updated Mw-consistent unified catalogue for Georgia and the surrounding Caucasus region.
Seismic source characterization was updated using newly published active-fault information (Basili et al., 2024) together with revised area-source geometries. Probabilistic seismic hazard calculations were performed for several return periods using Vs30 = 801 m/s for the Tbilisi region, including standard PGA and SA, as well as the new spectral anchoring parameters Sα and Sβ, where Sα represents the short-period spectral plateau and Sβ is the spectral ordinate at 1 s, applied here for the first time in Georgia.
In parallel, a preliminary exposure database was developed, describing population, building distribution, and critical infrastructure. These components provide an initial basis for seismic risk assessment in the Tbilisi metropolitan region, and ongoing work will integrate hazard, exposure, and vulnerability information into a full risk framework.
