Regional Seismic Risk Assessment in Taiwan Using Optimized Exposure and Fragility Models: Insights From the 2016 Meinong and 2024 Hualien Earthquakes

This study developed a high-resolution building exposure model and an optimized fragility model for seismic risk assessment in Taiwan, using the 2024 ML 7.2 Hualien earthquake and 2016 ML 6.6 Meinong earthquake as case studies for vulnerability validation, and subsequently established a Probabilistic Seismic Risk Analysis (PSRA) Model for Hualien. The exposure database was constructed using building footprints and tax data, providing detailed information on building locations, structural types, storeys, and construction ages. Fragility curves were adopted from the Global Earthquake Model taxonomy due to the lack of updated local data, and their applicability was validated through scenario assessments of recent earthquakes. For PSRA, we applied probabilistic seismic hazard models from the Taiwan Earthquake Model, along with optimal vulnerability models for Hualien and Tainan developed using historical earthquake simulations. Results indicate significantly higher seismic risk in Hualien City, likely to the active Milun Fault and dense urban development. Elevated risks were also observed in parts of the Longitudinal Valley, associated with active structures and relatively populated cities. The findings provide a valuable reference for earthquake risk management and policy-making in Taiwan.
